UK Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a recent poll of municipal councils, English councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils for second-tier cities in England reported that six out of ten of local authorities are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of playing fields and open spaces to support their budgets, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a high proportion of councils attempting to raise money from a fire sale of assets represented “a clear change from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and utilising financial reserves to manage increasing financial challenges.”

Detailed Cases of Proposed Sales

Medway Council in Kent said its asset disposal plan featured the disposal of a retail complex in Rainham and a community venue in another town to generate £20m over five years.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Increases and Wider Financial Strains

The survey of councils in the key cities group, which covers several urban centers, further found that more than 70% of authorities will need to raise local levies next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to deliver both improved services and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of regional authorities this week further found local finances being stretched by the increasing figures of children and adults needing special educational assistance.

A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a white paper setting out those reforms was recently delayed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the latest deprivation indices,” said the study.

“Although only a single urban area is in the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the worst-off 20% of England. The figures highlights the scale of challenges confronting municipal officials across major urban centers in the coming year,” the report concluded.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and responds to the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their communities.”

A fifth of councils have cut or compromised care services in the past 12 months, the study revealed.
